James Claude Talley was born November 23, 1936 to Wilma Jane Talley and
James Burnell Talley.
He was raised with his sister Patsy Ruth Talley in Yuma Arizona. They lived a few miles out of town where the closest neighbor was their grandparents, Alva and Azie Cole, parents to Wilma Jane and Alva Obe “Ike” Cole. Their uncle Ikey was Jim’s closest companion growing up. The whole family moved to Southern California after Patsy’s daughter Debbie was born in 1951. The Talleys purchased a small mobile home - literally - on the beach in Oceanside. Jim met his first wife Judy there. They were married from 1955 to 1967.
He served in the Army for 6 years and was honorably discharged in 1965. He also put himself through college and earned a Bachelor of Applied Arts and Science degree.
In 1971 he met and married his second wife Vicky. They lived in the San Diego area for a few years. “Talley”, as everyone around the beach communities and San Diego called him, would go on to become a lieutenant and captain of lifeguards. He supported the use of in-surf rescue boats, EMT first aid training, and helped with the design of cliff rescue equipment. He was acknowledged as a strong voice for life guarding in
San Diego, always advocating for more funding to provide proper training and equipment. He met his third wife Laura in 1981 and they moved with their beloved daughter Briana to Hillsboro, Oregon, where Jim took the position of Supervisor of the Hillsboro aquatic center. He retired in the 1990’s. Jim passed away peacefully at his home of 38 years on August 22, 2021, at the age of 84.
He is preceded in death by his parents, his sister, his wife Laura and daughter, Briana.
He is survived by his niece, Debbie, her children David and Michelle and
Debbie’s granddaughters, Alia and Keira.
“Talley’s” ashes will be placed with his daughter’s in the Memory Wall at Fir Lawn Cemetery in Hillsboro.
